It is becoming more apparent to the Health and Safety Executive that employers are still not carrying out their obligation under present legislation which requires them to implement procedures, relevant documents and risk assessments on the activities carried out within their organisation. To this end the Home Secretary, David Blunkett, will soon produce amendments to the law on Involuntary Manslaughter. He is set to unveil plans to introduce a new offence of Corporate Manslaughter, which will take into account the Health and Safety Executive's stance on enforcing sections 2 and 3 of the Health and Safety at Work etc. Act 1974. About 350 people die in work-related accidents each year and the laws would make individuals of organisations accountable for those caused through management negligence.
